If I score no points, does that mean I can drop those two weeks from the first quarter round up?? If so, I'll do that.
If not, I'll take the points and have one miss remaining

Yes you can drop the first two weeks and start at zero.
If you take the points (27) there will be 4 players below you. But then you take the risk of being eliminated if you miss again in this quarter.
