    The Fifa president, Sepp Blatter, has labelled penalty shoot-outs "a tragedy" and challenged Franz Beckenbauer to come up with an alternative.

    Two major tournaments last season were decided by shoot-outs – Chelsea's Champions League triumph over Bayern Munich and the Africa Cup of Nations when Zambia beat Ivory Coast.

    Beckenbauer, honorary president of Bayern Munich, is also head of the Football Task Force 2014 which has been charged with recommending rule changes and Blatter said the body should now look at penalty shoot-outs.

    Blatter told the Fifa Congress in Budapest: "Football can be a tragedy when you go to penalty kicks. Football should not go to one to one, when it goes to penalty kicks football loses its essence.

    "Perhaps Franz Beckenbauer with his football 2014 group can show us a solution perhaps not today but in the future."

    Meanwhile, the decision on the introduction of goalline technology is now expected to take place in Zurich in July rather than the day after the Euro 2012 final in Kiev.

    The International FA Board had been due to meet in the Ukraine capital on 2 July but instead the meeting has been rescheduled for 5 July in Zurich due to logistical issues in organising the meeting so soon after the climax of the tournament.

    Tests are being carried out on two goalline systems including an experiment on the Hawk-Eye system at England v Belgium at Wembley next month

    amazing .. 6 days after an 'English' team wins the champs league on pens he does not like the idea, suddenly its unfair, had ze Germans won i dont think he would have opened his gob

    The only "fair" alternative to penalties is play to the deathssentially golden goal but that was tried and disliked within the normal parameters of extra time. The Yanks had sudden death back in the 70's and involved a free play one on one attacker/defender situation. It all bils down to the same thing its a God awful way of losing if you lose. There needs to be a skill and football element to it. Better brains have tried alternatives it all amounts to the same thing, a bit like the play-offs-great for the winning team.

    Perhaps a basketball solution would be better-scorers from outside a zone get higher points!! Would make the game more exciting but coaches would quickly eradicate this with pressing tactics.

    There is no answer. Asking a German to seek a solution is unwise anyhow they normally love and excel at pens!

    at start of extra time , remove 2 players from each side, at half time of extra time remove 2 more, givin more space and bound to get a goal out of that cheesey grin

    Still be deemed as unfair for the losing team there is no real answer. The nearest footballing answer is golden goal after extra time but without a time limit it could just go on forever. Its unworkable-the FA cup used to be replayed till won-oldens will remember Arsenal v Sheff Weds that went to about 4 matches, finals went to replays in 82¿?? Working from a drunken memory right now!

    Judges marking boxing style? Nahhhhh!
